AdarkandthreateningdayhadcomefortheReformation。NotwithstandingtheEdictofWorms,declaringLuthertobeanoutlawandforbiddingtheteachingorbeliefofhisdoctrines,religioustolerationhadthusfarprevailedintheempire。God’sprovidencehadheldinchecktheforcesthatopposedthetruth。CharlesVwasbentoncrushingtheReformation,butoftenasheraisedhishandtostrikehehadbeenforcedtoturnasidetheblow。AgainandagaintheimmediatedestructionofallwhodaredtoopposethemselvestoRomeappearedinevitable;butatthecriticalmomentthearmiesoftheTurkappearedontheeasternfrontier,orthekingofFrance,oreventhepopehimself,jealousoftheincreasinggreatnessoftheemperor,madewaruponhim;andthus,amidthestrifeandtumultofnations,theReformationhadbeenlefttostrengthenandextend。

TheimperialpartywereconvincedthattheChristianprinceswouldadheretotheHolyScripturesassuperiortohumandoctrinesandrequirements;andtheyknewthatwhereverthisprinciplewasaccepted,thepapacywouldeventuallybeoverthrown。But,likethousandssincetheirtime,lookingonly"atthethingswhichareseen,"theyflatteredthemselvesthatthecauseoftheemperorandthepopewasstrong,andthatoftheReformersweak。HadtheReformersdependeduponhumanaidalone,theywouldhavebeenaspowerlessasthepapistssupposed。Butthoughweakinnumbers,andatvariancewithRome,theyhadtheirstrength。Theyappealed"fromthereportoftheDiettothewordofGod,andfromtheemperorCharlestoJesusChrist,theKingofkingsandLordoflords。"——Ibid。,b。13,ch。6。
AsFerdinandhadrefusedtoregardtheirconscientiousconvictions,theprincesdecidednottoheedhisabsence,buttobringtheirProtestbeforethenationalcouncilwithoutdelay。AsolemndeclarationwasthereforedrawnupandpresentedtotheDiet:

AdeepimpressionwasmadeupontheDiet。Themajoritywerefilledwithamazementandalarmattheboldnessoftheprotesters。Thefutureappearedtothemstormyanduncertain。Dissension,strife,andbloodshedseemedinevitable。ButtheReformers,assuredofthejusticeoftheircause,andrelyinguponthearmofOmnipotence,were"fullofcourageandfirmness。"
